Несмотря на рост доходов и сокращение бедности, в последние 15 лет две трети стран с низким и средним уровнем дохода столкнулись с ухудшением ситуации в области питания, обучения или профессиональных навыков рабочей силы. Для устранения этих недостатков потребуется новый подход к инвестициям в человеческий капитал.
